Have former consultants been able to reactivate with Scentsy after they have been out for 4 months? Or do they still have the waiting 6 months policy?

If you have a special circumstance.... prior to "de-activating" you can opt for a 3 month leave of absence. Then you want lose your team or status.

I am guessing one of the reasons is because the starter kit is such a great deal. They don't want people quitting and rejoining just to get the starter kit deal. That is just a guess, though

Also, another reason could be to keep people from trying to change sponsors quickly.
