Can you provide a few more details about what type of site you need? Also, do you have experience building sites or do you need something turnkey?

Its pretty easy if you use Wordpress. Just put on the theme of your choice.
Then go into your settings. which is in your dashboard. Scroll down to "Reading"
Where it says front page displays, put the post or page you want on the home page and it will be static.

I'd also recommend using wordpress for creating a website as well as a blog.
