Does anyone know the steps to take to make your own scrapbooking paper

It's not hard - just expensive. Create your own camera ready art and then take it to a printer (not a copy shop but an actual printing press printer). Any printer should be able to help you as long as you can get them to understand that you need the acid-free paper.

But, it's expensive to do. The bulk of the cost is in the pre-press set up. Once the press gets going, at a certain point, each additional piece is just pennies. But, the first thousand of one design could be DOLLARS each. You have to do a fairly big run of ONE DESIGN to get the cost down to at least half of the retail price so that you can sell it wholesale to retailers. Sometimes you can find a printer who can do really small runs, but the price will be pretty high per sheet so you pretty much have to retail the paper yourself to make any profit.
