I think one way to approach new people without being spammy is to send emails individually - with personalized information.

When you send an email to a group and they haven't opted in, it's definitely on the spam end of the equation. But when you send a personal email to ONE person at a time, asking a question and/or trying to connect with them, that's a legitimate business to business activity.

Of course they're within their rights to ignore it, and they often will, but it's not grounds for a spam complaint. At least not in the US, to the best of my knowledge.
