Editor here, although not for Remilon. I've completed 2 writing assignments there and am still debating staying. Anyhow, Your sentence should read, "The residency in Phoenix, Arizona, gives graduates the opportunity ..." because commas are used to set off the entire geographical name. When you use a city and a state name together, they are treated as one parenthetical element. Now, Remilon has its own style guide that contradicts some AP style, but this comma rule is standard English.
