Ok, thank you for telling me. However, I'm not interested in getting the PayPal debit card; I simply want to be able to withdraw more than $500 / month and I don't know how, because I'm not registered as a business owner in Romania and I pay no taxes, so I can't upgrade to a business account on PayPal, because they require a tax proof

You don't have to have a business tax ID to get a premier account. Premier accounts were originally targeted at people who sold a few things on Ebay to clean out their garage, so it isn't aimed at business owners at all.
