So far so good for me at Seed. I signed up and wrote my first article yesterday afternoon and it was approved before I woke up this morning. I guess I was one of the lucky ones with the article turnaround time. I don't really have anything bad to say about them as of now. I am keeping my fingers crossed though for a smooth payment process.

as in do we need to fill W9 form if we accept money through paypal????

No, Paypal allows people in many parts of the world to have Paypal accounts.

You don't need a W-9 to use Paypal but some clients do ask that they be filled out for tax purposes-although if you are not in the U.S. you only need to worry about paying your country's taxes.

Today when I clicked on Pay me now it showed $30.00 available Jan 21 and $0.00 available now. It is Jan 21. So?

Click Pay Me now and it should process a payment for you. I'm not sure how long it takes, I imagine it depends on the payment method you chose. You can always contact them for more info. Here's what the FAQ says:
