If you have applied before then the email address if the same is already registered in the system so the system will say "hey, wait that email already has been sent the link" vs. applying with a new email address so that the system will say "okay, this email needs to go to this email address"

I applied and did the interview. Then got an email saying that I didn't get the job. And I don't know WHY.

Do you know when training may be again? Also is re-certification training the same as the regular training?

Re-certification is not the same thing as New Contractor Certification. Continue watching your Gateway for classes to appear. I know re-certification classes are posted when there are enough returning contractors to support filling classes.
