From my own personal experience it is mostly hormonal but if I used a cleanser that is to harsh and starts stripping away too much of my natural oil I would end up with a raw face and more acne. I now mostly use plain olive oil to clean my face with pretty good results.

Excessive face washing would certainly dry out your skin. Acne can be hormonal and/or bacterial.
If I wash my face good in the morning and at night, along with after workouts, my complexion stays mostly clear from acne. I have oily skin, so I am prone to getting breaking out. I do use paraben-free, SLS-free wash and moisturizer. Too much of anything can be bad. The key to everything is balance.
