How do I change my Avatar?

I'd like to change my avatar but its not letting me, it just says

No Avatar Specified
Avatars are small graphics that are displayed under your username whenever you post.
Do not use an avatar
Note: if you have a custom avatar selecting this option will delete it.

It doesn't let me pick my avatar, a little help please

Members who have less than 30 posts cannot add an avatar or a signature line. Once you've reached that number of posts, try again.

I am over 30 posts and logged off and back in and it's still not letting me update my avatar or signature??
