There is no magic bullet.

The most effective type of marketing for you will be determined mostly by your marketing plan.

What is your budget? What is your S.M.A.R.T. Goal? who is the target audience, what is the identity of your business?

How will you track your results?

Many people lose a lot of money treating advertising as an expense rather than an investment. Your individual situation is going to be unique, even if you are in the exact same business in the exact same location as someone else.

I suggest you get a book by my mentor Jay Conrad Levinson called the Guerrilla Marketing Handbook. It is at every bookstore and library.

I agree with everyone. I'm a Facebook junkie and get most of all my leads from there. So, I would have to say social media is one way...

Forum commenting has served my online marketing efforts very well for over 5 years. I highly recommend that people tap into it.

Offline marketing, postcard marketing is one of the simplest and can be very effective if one has great leads for what they are offering.

Agree with others... it depends.

I believe the people who are super uber rich online eventually scaled things up using paid advertising like Google ads. It's like printing money IF you can find...

the right offer,
the right copy (ad)
the right target audience

finding that perfect combination is NOT easy. And it can be expensive to fing. But ultimately, I think media buys and ppc are the answer to your question.

Most of my leads come from strategic partnerships that I have formed with complementary businesses. For example, I partnered with my nutrition graduation school to promote their courses in my material that goes into homes specifically interested in nutrition. In return, my company gets posted in their Facebook posts, student website features, newsletters and other forms of online marketing. Having no budget means you need to get creative!
