If you are an employee working FOR a company - at home or in an office - you will receive a normal W2.

However, if you are a home business owner, you should receive a 1099, because you are an independent contractor.

You'll get a 1099 if you're employed by an individual or a company in the US. If you have clients not in the US, they aren't required (to my knowledge, and I'm not a tax professional) to send you anything at all. It's up to you to report your income. PayPal is apparently helping out this year (/sarcasm) since the IRS is requiring them to send a report of credit card receipts along to them and to you to be sure all income is reported that way as well. Just more paperwork...
