No you can't.Only people who can make own site is Team Leaders and above.

i signed on in august. i didnt see me paying the 9.95 for a site that wouldnt be used that much anyway. but owell. i just do this mostly cause i scrap and get the discount. i use the OTB as a garrente to get the minimum.
