A dynamic website such as the one you mentioned can be designed using server side scripting/programming languages such as PHP, ASP, ASP.NET, JAVA, CGI etc and some kind of database system such as MySQL, MS ACCESS, SQL SERVER etc.

If you are familiar with any of these technologies, use that.

If you are not familiar with these web pased technologies but are familiar with programming in general I would suggest learn PHP.

If you are not familiar with programming at all, get the website made from someone else.
