does the shoulder sample bag that holds up to 80 scent samples COME WITH the scent samples??
or are the containers empty and we fill them with melted votive??

When you purchase the bag it has the scents already. You can purchase the empty containers and melt a votive in the new scent each month to keep your bag updated. You also can purchase the containers filled if you need some older scents. This information is on the order sheet in our back office.

I think it's wrong too - mine had 3 sleeves and 95 samples - it can hold up to 120 I believe.
