I have seen people go as low as $1 per 500 word articles. If I was to write a good article, it would take me over half an hour for 500 words. That would mean I would make $2 per hour at that rate.
I thought $5 per 500 word article is bad enough, but seriously, those people are going too low, and people who are looking for people to write articles will pay these types of wages to save money.

$2 an hour is a lot in a third world country. Take into consideration the shoddy articles that will be written as they will likely not be fluent nor efficient in English. I've seen press releases in which a basic translation software or English dictionary was used and no part of the full article made any sense whatsoever. They get what they pay for!

Also, there are a lot more work at home positions for USA residents, like customer service type positions that generally pay $8 to $12 an hour or so. Try taking a look around this forum and you'll see a lot of work at home positions listed for USA residents that pay better.

I made a living for almost five years writing articles, so I know there is definitely lots of writing work out there. You certainly can't compete with the overseas writers for some stuff, but you have a big edge over most of them in research skills, language usage, and a lot of areas of specialized knowledge, and there are a lot of people who will pay way more than a dollar an article for that. I was charging many times that for articles and wasn't worried about being beating out by low priced overseas article writers because they couldn't do what I was doing. It's all just a matter of figuring out what you have to offer that is unique and valuable!
