When is a consultant considered inactive from the company where they
can sign up again with a new recruiter? Is it a year from their last
order or a year from when the company drops them? Thank you in advance.

12 months must elapse since the consultant's last order or a direct client order if you are a previous conslutant seeking to rejoin BeautiControl under another recruiter.
