In short simple terms, you set the size of everything to a percentage of the page rather than a number of pixels. For example, your header image you might set to a width of 80% and a height of 10%. It will fill up that much of the page.

You have to be careful with it though. It might look great doing it that way on your flatscreen 20 inch monitor, but what happens when someone visits your site with an old 12 inch CRT screen? Things can really end up distorted on your page or not appearing where you want them to.
