Has anyone ever transferred a domain from one person to another with
godaddy? I have someone that is trying to transfer a domain to
me, but for some reason it isn't happening. Any tips? or
something we might be missing, doing wrong?

All i know is you need to be sure the domain being transferred has been registered for at least 60 days by the original owner, otherwise he won't be able to transfer it to you.

I have.
You can both go into your accounts and check on the "Pending Domain Name Changes" to see if there is anything there that needs finished/approved.
HTH's :)
