How do I get my site listed on the search engines?
Where do I submit it?
Do I have to have Meta Tags on the home page? or all of the pages in the website?

Your site will be indexed whether or not you use a submission
service. It can happen in a few days, or it can take
weeks/months. It will all depend on your SEO, the amount of valid
backlinks you have to your site, and the correct setup of your
code. Each search engine has it's own particular guidelines for
indexing new websites.
I've had some go up in as short as 2 days, I've seen others take months.
