Urban Botanic a low minimum. $250 retail in a month, every other month. Just ONE qualifying party (for hostess gifts) is $250. Urban Botanic also has a Scent of the Month Club now. When you have 25 customers signed up @ $9.99, then you don't have to even worry about meeting minimum.

Fragrance Designers receive an incentive for $500 retail sales in a month on top of their discount.

In addition to what Trudi said, that $250 every other month is only required if you have a team you'd like to get paid on. If you're just trying to remain active as a seller only, you only need to meet this requirement every 6 months. However, if you are serious about making money in this business, this quota (or any company's quota that I have so far heard of) should be no problem to achieve.

Can you explain what this is?

The incentive is a free product credit on your account. As you meet certain sales thresholds for the month, your account will be credited a certain amount that you can spend on product the following month (or leave it on your account to use in the future). The higher your retail sales for the month, the higher your account credit will be. It's designed to help "pay you back" for some of your business expenses like hostess benefits and paper materials (catalogs, etc)
