Is it possible to see all my consultants on webstats? I know I can see all my clients at once but is there a way to see all my consultants? TIA!

I believe once you reach DM you are able to view this.

You cannot see those under you that are the same level as you. So if you are a consultant, you won't see the consultants that you have signed up. If you are a DM and have DMs under you, you won't see them or anyone under them and so on.
Once you promote above them, you will see them again in webstats.
Example - I am an EDM with my sister as a DM under me and our mom as a consultant under her. Right now since my sister has promoted out of my central district, I cannot see her(or my mom)in my webstats. However, I do see her volume. It is the difference between my MTD GRV (month to date group retail volume) and my Curr MTD SuccVol (current month to date success volume).
