Does onehave to have a certain license to accept money and pay money for online gambling contests?

Here is something I found on this:

Obama camp's illegal lottery modified</font>
</font>

Campaign's promotion strayed into definition of banned gambling</font></font>

<hr size="1"></font>

The campaign was offering a chance to be picked for a trip to the Democratic National Convention</span></font> (http://www.worldnetdaily.com/index.php?fa=PAGE.view&amp;pageId=69150#) for a contribution of at least $5. However, as a gambling analyst for Colorado-based Focus on the Family (http://www.focusonthefamily.org/) told WND, that not only probably violated state laws banning gambling, it also probably violated federal bans.

Now the campaign has added a statement to the fundraising website
that says, "If you do not wish to make a donation but would like to
participate in this program, you can still be selected to join Barack
at the Democratic National Convention in Denver by clicking here."

According to regulators, that takes the procedure out of the realm of gambling, because a "donation" no longer is required. read more.... (http://www.worldnetdaily.com/index.php?fa=PAGE.view&amp;pageId=69150)

The main fear if website operators don’t retain knowledgeable contest counsel is
that they may end up not running a contest at all, but rather an illegal
lottery. Generally speaking, a lottery requires three elements: (1) prize, (2)
chance, and (3) consideration. Requiring someone to register at the site to
enter a contest may be deemed consideration. At a minimum, all internet
contests need to offer a free alternative method of entry. Read more (http://www.aftab.com/forlawyersstatelaws.htm)
