Hi Carmen,
I don't personally make the candle cups, but I sell them through White Lily.
As for the flame - it depends on the warmer. Some warmers require a lighted tealight underneath to burn/melt the wax. Some are electric and plug in and don't require a flame.
White Lily has a few varieties of warmers - and you can even order wickless candles so you would have a whole jar to melt over and over and over again. You wouldn't be limited just to the candle cups!

These are super easy to make, and can be found at just about any candle wholesale supplier. We purchased probably 20-30 molds and because of the low demand in our area we don't use that many. (This is just our area, most don't know what a "melt" or "tart" is, nor do they own a burner. Those that do know gobble them up!).
You make them just like you do any other candle, but without the wicks. There are tons of different molds you can choose from too, but we are boring and use "plain" looking ones.
If you do decide to sell them, keep in mind you may NOT use the term "Tart", because it trademarked by Yankee Candle. They CAN and WILL call you out on that (back when I sold candles wholesale for another company I used the term "Tart" and got a letter from them!) Most I have seen and what we use is "Wax Melts".
Should you decide not to make them yourself, we do offer wholesale and dropshipping on most of our products, including melts. We currently sell them 10 per package, but should have some other options after Christmas. ;)
Hope that helps!

I burn the tarts all the time from The Bittersweet Candle Company. My favorite is the mandarin orange. Yummy!
My warmer is a plug in punched tin with a removeable top. I love it. I also have the electric warmers that our wickless candles go on. Those are perfect for someone who doesn't want a flame burning. Especially for those with small kids and office personnel. Just make sure you still place it out of reach of a child - you wouldn't want them to knock it over.
