I want to make sure I understand this right....
As soon as we reach 3 star then we aren't blocked anywhere in the powerline? By other 3,4 or 5 stars?

No, as a 3 Star, you will earn on everyone until the 3rd 3-Star in your powerline blocks you. As a 4 Star, you will not be blocked until the 4th 4-Star in your Powerline, and as a 5 Star, you will not be blocked until the 5th 5-Star in your Powerline.
