Can anyone help me out? I am on a budget and I am looking for something decent that I can update myself. I know my way around photoshop and could supply all of the graphics, but I know nothing about building a website. I am looking for someone very open minded who might be able to help me out with this.

Have you looked into the do it yourself systems? I know that Wahm has one. You could also check out mine - see my signature line. Yahoo also has a system but I don't know how budget friendly they are and I'm pretty sure you have to pay for support.
