Need one strong graphics designer. Extremely strong graphics skills are required.
Speed is a factor. Our turnaround is in days, sometimes hours. NEVER weeks.
An added plus would be that the same person be capable of PHP or other code integration for templating systems such as CMS systems, Blogs, etc.
