out the puppies to strangers.

I personally DO NOT give my "partners" to complete strangers. If they are a referral, or know someone I know, then I do. But NOT a complete stranger. I give them the sample pack instead. Now, since you are in a new area and everyone basically is a complete stranger, that's kinda hard, I understand. Do you have a realtor? Maybe network with your realtor (or apartment manager), they won't be "complete" strangers.
