I would say Google keyword tools, Market Samurai or Wordtracker. See this post: best seo tools on mac.

I use Micro Niche Finder. When speed and efficiency is desired I find that MNF meet both requirements.

I am really selective when choosing my keywords. I use a combination of the google keyword tool and also market samurai. I find that sometimes google will tell me a keyword has low competition, but market samurai will tell me otherwise and vice versa.

The google keyword tool will give me around 800 possible keywords and market samurai helps me really narrow it down.

This is how I have gotten 4 of my sites to rank for about 20 keywords.
