I got the same message which is odd since I live in a teeny, tiny viillage.

Immediately after hitting send a red error popped up on top stating, "Unfortunately, we are not currently accepting Local Influencers in your area. Thank you for your patience" so I'd assume that's what would happen for anyone who is ineligible.
