It is not unreasonable for a one year old to act this way for a few weeks. We wouldn't like being dropped in a strange place and left all day either. It is a good sign that she is better after her nap because she could cry like that the entire time, which would be very difficult. Also just like adults, she may not be a morning person. It will get better but even when it does, remember that Mondays will probably be difficult again becasue she has been home with her parents for a few days.
Try offering a variety of toys or distractions until you find one that she really likes. (having a morning activity in progress when she arrives will give her something to jump into, but it needs to be really fun)
Ask the parents if she has something at home that comforts her and ask them to bring it until she gets used to her new childcare. (I didn't allow toys from home but I made an exception for 2 week transition)
I agree with trying to lay her down earlier, although I prefer my children to nap at the same time so I have a break.
There is music available that I used to play in the mornings and it kept the kids from being upset (there was also great naptime music that put them all to sleep)
