Default excessive crying

I have a new little girl who just started last week. She is turning one this month. During the morning, she cries constantly unless I hold her, which I can not do every second of the day. If I set her down, then she immediately starts screaming. If I walk away, she crawls over and tries to climb up my legs. It is disturbing the other kids it is so bad at times. Besides the fact that I just can't hold her all day, I really want her to get used to playing with toys and the other kids.

Do you have any advice other than to just let her cry until she figures out that I won't hold her all day? I do pick her up when I can, but it's not fair to everyone else that she monopolizes my time.

Once she wakes up from her morning nap, she plays with toys and is generally happy. It seems to only be a morning thing.
